Latest Updates in Risk and Safety Intelligence

In Period 1, we ran a risk workshop for East Midlands Railway in Derby. We issued our annual SMIS Data Quality certificates to SMIS users. We completed work to review risk from passengers self-egressing from stranded trains. A second batch of improved precursors has been sent to a group of PIM users at Network Rail to review. We have also started to focus on some of the projects the team will be working on in 2024/2025.

Highlights from Period 1 (1 April 2024 to 27 April 2024)

  • Working with East Midlands Railway to update their risk profile
    We ran a risk workshop for East Midlands Railway in Derby. We worked with colleagues from EMR to develop and discuss the organisation’s risk profile. This was based on our Safety Risk Model, and EMR will use it to inform safety plans and prioritise improvements.
  • Improving shared safety event data
    We issued the annual SMIS Data Quality certificates to each train operating company, freight operating company, and infrastructure manager and gave special recognition to those with five years at gold standard. We also held meetings of the SMIS Advisory and User Groups. There was good engagement from across our membership on the work underway to rebuild the system.
  • Assessing the risk from passenger self-egress when trains are stranded
    We completed work to review the risk from passengers self-egressing from stranded trains. This was prompted by a question about whether it would be appropriate to caution trains on adjacent lines in some scenarios.
  • Improving how we monitor train accident risk
    The Precursor Indicator Model (PIM) monitors the underlying risks from train accidents by tracking a range of train accident precursors. A link to the data hub for the PIM can be found here. The PIM enhancements and recalibration project seeks to improve the model. It will develop a plan for future recalibration to the Safety Risk Model version 10 when it is released. As part of this project, a second batch of improved precursors has been sent to a group of PIM users at Network Rail to review. This batch includes precursors around level crossing incidents, train failures, operational incidents and trains speeding. The work on this project will continue until the summer.
  • Looking ahead to 2024-2025
    We’ve planned and kicked off an ambitious programme of work for the new financial year. It is based on member needs and supports delivery of the Rail Health and Safety Strategy (RHSS). Highlights will include delivering a new safety platform to replace the current SMIS solution, upgrading our RAATS tool, and developing a long-term health and wellbeing data strategy. We’ll also complete Carmont-related research and develop a tool so our members can target fitting of devices to guide derailed trains.

    63 platform-train interface risk assessments completed by members using the tool.

  • Making SMIS quicker and easier to use

    15 SMIS helpdesk queries resolved.

    1 new/improved guidance document published to drive better use of SMIS this period.

    523,373 events reported in SMIS since the new system went live in 2017.

    3.9% error rate in SMIS basic data quality (↑0.6% from last period).

    100 events awaiting entry (↓80 change from last period).

    145,664 events reported using the new, simpler SMIS forms (since their launch in January 2021), saving at least £385,590 worth of effort.

    99.4% new SMIS event data were available in business intelligence within 15 minutes of entry

    42.2% SPADs since 1 April 2021 with completed cause forms (↑0.3% from last period).
